Weird thought, but genuinely what have the Neverseen actually accomplished?
Sure they kidnapped 2 children, but that literally only caused their registry pendants to get reinforced (and for them to get bodyguards)
They killed Kenric (honestly by accident) but that didn't do anything but get Alina elected. (Sure it lead to the ability restrictor, but that was Sophie/The council not the Neverseen)
They unleashed the Gnomish plague, which killed a bunch of slaves, threw Dimitri under the bus, and... idk had a reveal that the Council suck? But this also isn't even a big deal when it's revealed?
They collapsed Lumeria during the peace summit, which while dramatic didn't interrupt peace talks? It only suscufully maimed 1 dude and it didn't kill anyone but one of their own pyrokinetics and Mr. Forkle? Which failed anyways because we have Forkle 2.0
They kidnapped the Foster's to lead Sophie into a trap. Which... resulted in nothing but scarring on 1 member of the Blackswan and the capture of their only other Pyrokinetic. Because they somehow fucked up literally drowning an underwater city because while Lihn/Sophie/Keefe definitely deserve credit here, if they had just... made a bigger hole it would've actually done damage? Not a single civilian died and we hear nothing about severe property damage? They failed and lost another member?
They opened up a troll hive at Everglen. Which was only possible because literally not a single person listened to Fitz and was still a failure because they lost another member to being crushed to death (seriously why do they keep dying this way?), and another 2 to general incapacitation (Ruy's ability and Alvar’s everything). Sure it started a war with the trolls... but again: they didn't do that, they just revealed an oopsie someone else made and the trolls seemed to already be vying for war.
They also yoink Tam, which results in exactly 1 thing from it. They successfully turn the Dwarven king against the elves (which genuinely from the sounds of it literally no one likes the council), so that they can... follow through Gisela's weird creepy shit. The rest high-tail it out of there in .2 seconds. This is the only thing they do with Tam, and they loose another member to the Blackswan.
They do fuck-all until Vespera tries to make that weird ass deal and Gisela blows up that building. Genuinely they don't even do shit with Keefe, he comes back! Who was going to track the weird echo in his chest! Umber’s dead! Vespera fails at making good deals, Gisela blows up (1) building and Vespera, and Trix tells everyone to go fuck themselves. That's it.
This isn't me trying to shit on them I'm just actually genuinely confused at this point ;-;. The storehouse buring was meant to be this grand gesture of how much the the Blackswan is going to fight back because the Neverseen are winning... but are they? Because they've done... pretty much nothing beyond traumatizing a few kids and making people mad via trying and failing to be good terrorists.
(At this point the most they actually did to wound the Moonlark's team was encourage all the stupid love triangle drama, because that's literally almost killed the group more times/can be blamed for worse shit then the actual terrorists)
Idk they don't even seem "Evil". As in... they've done fuck-all and just seem so stupidly reasonable without ever actually having a goal that they just want to set fire to things. Vespera could have been so scary man but now she's just bland fancy-woman who does eugenics (Gisela already was that lol, thats why she had to get rid of Vespera. "Only enough room in this town for one of us")
