Do you know the full mechanics of how the pyro shapeshifting the Spree does works? Cause I don't really know how and don't know wtf Scylla did when she burned the Exarch's face.
Death of the original face's body is not a requirement. The Exarch appears again in 2x7, after Scylla took his face in 2x5.

Unfortunately, though, this is stupid, because why the fuck would the military, the unit on the run, and all Dodgers everywhere not use this insanely useful technique all of the time? (We see Dodgers using a face-blurring Work in 2x7 instead.)
And even if there was a human sacrifice component, it's still stupid. Just invent a version of the tech that doesn't do that. Like, if Alder is using Work to photoshop Nicte out of things instead of basic "Stalin crops out Nikolai Yezhov" shit that cannot be magically unravelled by pesky Sight-gifted cadets, how is face-changing without ethical issues so impossible?
