He’s The Penguin’s nephew, and was taken in by the dude after his parents died in an “unfortunate accident” back in England. He absolutely cannot stand the sort of stuff his family does, so after living in Gotham for a couple years, he does what a lot of kids do in the dc universe: Become a Vigilante.
