Much as been made of Andrew Cuomo in recent weeks, especially in regards to his falling poll numbers. A few things about the Governor:

On the one hand, the fact that he saw New York institute gay marriage and strict(er) gun control is a good thing. Marriage should be accessible regardless of sexual orientation. I'm not even going to waste time considering the counter-arguments. The gun bill is indeed flawed. But not fatally so. We found out the hard way producers don't make seven round magazines. Whoops.  The bigger issue here is that if the bill was not jammed through the legislature, perhaps that edit would have been prevented. Another issue concerning the SAFE act was that it would require health professionals to notify the authorities if a person was a danger to himself/others and possessed a firearm. The language concerning this provision was contentious, as the wording made it difficult for mental health professionals to know their exact role. Are they to report their patients to authorities simply for owning a firearm and coming to them for treatment? Do they report firearm possession only when they deem it necessary? Basically - do mental health professionals have to make a judgement call, or are they bound by law to report firearms no matter what the specifics? I don't know the answers to these questions. Again, could this have been amended or better executed with more debate time? Perhaps. But from Cuomo's perspective, it's far better to push through a (flawed) bill than it is to do nothing. Personally, I'd rather live in New York, with it's strict yet imperfect gun law, than watch as Washington squabbles and public interest/political will fades. 

The passage of Tier VI is overall also a good thing, even though it makes new government hires' future pension/benefits way less lucrative. Tier VI locks in new employees in a more "sustainable" pension and benefits plan. For the State's long term budget, this needed to be done. But the state needs to figure out how it's going to avoid bankruptcy when the next wave of retirees hit. It's going to be a tremendous burden paying all you baby-boomers as you sail off into the sunset. Cuomo has talked about "pension smoothing" schemes. From what I can gather, this basically entails borrowing money at low interest rates now to pay off future pension-related debt. This seems like a bad plan to me, but I know my alternative is very unpopular. I'd shift taxes away from improvements on land to the value of land itself. But alas, the life of Georgist is a lonely one.

Speaking of natural resources,Cuomo's handling of hydrofracking has been interesting.Hydrofracking hasn't come to New York yet, and Cuomo is waiting on various health reports. If Cuomo concludes that hydrofracking can be safely executed, he should make sure that sufficient guidelines are set in place. Private companies extracting natural gas should pay New York handsomely for the right to do so. Only time will tell how that will unfold. But there are parts of Cuomo that are a bit unsavory. The governor is taking a bit of heat in the wake of the controversy surrounding legislators like Smith, Stevenson and Castro. And rightly so. Cuomo promised to clean up Albany. For someone who prizes action and tangible results, hes left us with very little on that front. His refusal to give Attorney General Eric Schneiderman more power is frustrating. Cuomo instead wants to set up another board (or committee? I'm not really familiar with the details of his plan), which he can choose the members of. It makes sense that the governor would prefer this - he essentially doesn't have to give up any power. But the issue shouldn't be about Cuomo and cultivating influence - it should be about making Albany more transparent and lawmakers accountable to the people they represent. But, that's politics. The other thing Cuomo is criticized for is his backroom dealings. There's very little time for public discussion/opinion/debate. He loves to use cliches like "strike when the iron is hot." Personally I'm okay with most of the legislation he's pushed through, and I think this is a better alternative than the logjam that is Washington. But it's by no means a perfect system, nor is it really all that democratic. I simply have the good fortune of happening to agree with most (but not all) of his policy.
