Tier One: The first tier of hunters consist of those who’ve realized that the world is much darker than they ever believed possible, and gather what resources they have to combat it. Unfortunately, what resources they have are limited to what they and their likely small circle of allies can gather. Whatever information they have on the monsters they hunt is likely limited to direct observation and public information that may well be entirely mythical.
For example, they might know that sunlight can destroy vampires, but Holy Symbols don’t have the power to ward them off...most of the time. What’s more likely to work against a werewolf, silver or aconite? The list goes on. Much is obscured from these Hunters, their enemies striking from darkness, but still they’re brave enough to step up against threats powerful and alien in nature.
Tier Two: The second tier of hunters are comprised of many hunter cells, groups ranging from two to twenty people each, that have managed to form strong alliances with each other, prompting the spread of resources, information, shouldering each other in the long night.
These “Compacts” tend to have a general ideology shared by their members, but different ideas on how to achieve it, with whatever leadership present permissive of different approaches, provided they aren’t totally opposing or hostile to the Compact. Their range of influence tends to be regional as opposed to global, and the few compacts that are multinational don’t always have a huge range influence where they operate.
Tier 3: The third and final tier of hunters refers to powerful factions that operate in the shadows. Most are at least a century old, with influence across the world. The hunters who join these “Conspracies” have access to powerful weapons, archives with a wealth of information, and perhaps most importantly, Endowments, tools, powers, and knowledge that put those who possess them on an even playing field with the monsters.
But there is a price to pay for such power. Conspiracies brook little to no dissent among their numbers, and are quick to turn their attention on those who defy their orders. These hunters must often face the choice of whether freedom or power is more important than the other in their hunts. There is also the risk that shadowy heads of these conspriacies may not be totally honest with their agents...
Cancer Cells: A derogatory term referring to cells of hunters who’ve formed strong alliances with members of the supernatural, or even accepted them into their ranks. Such cells, according to their detractors, are likely hopelessly compromised, and either enslaved or little better than the monsters they’re supposed to hunt. The truth of the matter is mixed, but it has happened enough that any cell willing to consort with the supernatural in such a way is taking a risk.
