Gensokyo Festival Day 26 - Spell Cards

I’m trying to figure out the inner workings of a headcanon of mine. It’s that Gensokyo has some kind of legal process to make a given spell card official. I tried to think of which institutions could approve of spell cards, and the Hakurei Shrine would obviously be qualified for that. Also, I find the ides of Reimu manning a desk and practicing bureaucracy kind of hilarious.
