Wow! Tweester! What an incredibly cute name for a very cute enemy! It’s one of those that COULD just be an environmental hazard, but they chose to give it a face, making it 1. an enemy and 2. cute!
You know, all this time, I kind of just assumed they were from Super Mario 64... but looking them up on the Mario Wiki, they’re actually from the first Paper Mario on the N64! Which I guess makes them one of the few Paper Mario enemies to escape into mainstream Mario, huh? Well, it helps that they’re not really paper to begin with...
After appearing in one area of a spin-off game, they were, for some reason, adopted by Mario Parties 5 to 7! This time, they’ve been contained in an orb. When freed, they’ll move the Star somewhere else! And uh, I guess they’ve been given buckteeth too.
And who could forget Dance Dance Revolution: Mario Mix? In this game, there’s a really big one that sucks up your ship. I don’t want to talk about DDR Mario Mix any longer.

Wow! Tweester! What an incredibly... wait, are we doing this again? Yeah, looks like this little guy suffers from the same situation as Skeeter: in Japanese, they’ve got a different name, but when it came to localization, they just called them Tweesters! But oh my goodness- this one manages to be even more charming! Look at those two little googly eyes! I love it dearly.
This Tweester, like all other twisters in this game, can suck up Mario and turn him into a helicopter. Somehow. Why does he even need a Propeller Suit if he can just turn his hands into grotesque helicopter blades? Don’t question it.

OOC: It all depends on what you mean by worst circumstances, haha, but honestly, both Tweester and Ray have the capacity to stay calm and careful when worse comes to worse, however of the two of them, Tweester is the more resilient of the two/least likely to panic as Ray does have the tendency to let his emotions get the best of him.
