The purple scarf around the waist would seem to refer to Pomefiore students. Chances are he's part of that dorm.

Okay I don't know is THIS video Canon or not but if it is he is very tall

If that video is real, the new character's name should be Lolo Framm. I can't be sure because I translated the text using Google Lens

In my opinion, he is not as disappointing as Neige was

Also I can swear that this is A reference to the character Esmeralda

If a fan translator could translate that video, we would get more information
