I do want to at least somewhat counter the idea that V only cared about the humans after learning about the Draketooth connection to their familcide spell. It was beyond the fact it was a human family, but it was specifically the DRAKETOOTHS.
Specifically what V says about it is
"The Familicide spell I cast killed everyone of the black dragon's blood-and then killed everyone who shared blood with any of the dragon's blood. The Draketooth Clan spent 60 years propagating itself by mating with random outsiders and then disappearing with the child. Each of those grieving parents, first wronged by a Draketooth, is now murdered by my hand! For their lost offspring carried the blood of the dragon- and they carried the blood of their offspring!"
"I have scourged the Western Continent of humans whose only sin was falling in love with a mysterious scarlet-tressed stranger! And I have extinguished their own family lines as well! Countless parents, siblings, and children, dead-down to the last cousin."
V's horrified not fully because they're humans, but specifically brings up that its because the Draketooth clan grew by seducing random women and then stealing the child. Thus leaving behind a long line of grieving mothers, that were then further punished for their "mistake" of sleeping with one specific person by being killed for it and their entire family lines being killed as well. V is horrified not just because "dragon bad human good" but because the damage is so infinitely worse then they EVER could have conceived of before this moment due to how the Draketooth clan operated.
Now about the dragons impacted beyond this. Did V Scapegoat a lot of dragons to try and ease their consciousness about the spell? Absolutely, they even admit it. However. V also recants that mindset after learning about the full extent of the horrors of the spell.
"Until this moment, my mind had never considered that any of the dragons that I slew were anything but ravenous killers. Can I be certain, though?"
"A few must fall for the Greater Good? Tarquin would concur, and heartily. Perhaps, by some cold calculus, the net benefit of villains lost to innocents sacrificed may ultimately prove beneficial to the world I can never know. Can I be sure that not one found a more peaceful existence? They were mortals with free will, after all-no matter how few chose to exercise it. But that would in no way lift the burden of the deed from my conscience, nor should it. The judgment was never mine to make!"
What actually happened is much less about human good dragon bad, and more the fact until this moment V had never actually had to FACE what they did. V never had a chance to conceptualize the damage as more then a concept that happened, and not an actually tangible thing that had a huge impact on the entire world.
V's rationalizations fall apart at the first sight of what they have done, and they even fully admit that even if somehow all the dragons were evil, it was never V's judgement to make, and as the dragons all had free-will, its impossible to condemn them all under the same thought of bloodthirsty killers.
