"he said finally" sounds like it’s referring to time. I think what you want is something more along the lines of "he said sternly" or something that more indicates to his vocal tone and easier to understand

It can be used to say that there was a long pause before the character said anything or it can be that the character has been waiting to say it for a long time or that the other character has been waiting for them to say it for a long time
