For me, it's gotta be the Hydrocity Level from the classic Sonic Games! It's an underwater place where you explore mazes to escape while searching for air through bubbles to stay alive, and it even has that classic anxiety music that lets you know you're running out of air. It's one of the best and anxiety-inducing levels I have ever seen.

Oof, that’s honestly a tough choice. Of all things, I’d have to say any underwater Archwing mission in “Warframe” (or, as I tend to call those missions, Sharkwing levels).
