Soundwave is a bit of mad scientist who likes to break people with his telepathy and do experiments particularly pertaining to sounds.

Shockwave is an apathetic communications officer who is good at his job because he treats all signals with the same attitude. Makes him good at negotiations because he also uses what he remembers from his time as a senator to charm (which is more like "be slightly off putting" in an oddly comforting way)
