Suicide Squad Legends: Count Vertigo
Werner Zytle, we've already covered as one of Green Arrow's most notable villains, an Eastern European noble who uses specialized chemical weapons to throw off his enemies' sense of balance. He has had frequent appearances as part of the Suicide Squad.
In an adaptation, considering I want to use Count Vertigo as the target of the Suicide Squad in the first Green Arrow movie I would make, it would make perfect sense for Vertigo to be forced into the squad after his defeat and capture.
Green Arrow Legends: Count Vertigo
Werner Zytle first appeared in 1978 as a nobleman from the fictional country of Vlatava who uses a special device to induce vertigo in his enemies. He is a frequent opponent of Green Arrow and Black Canary, and has also been a regular member of the Suicide Squad.
In an adaptation, I wonder if we might not use the Suicide Squad as a means to bring him and Green Arrow into conflict. Let's say, Oliver Queen is captured by the government and forced into the Suicide Squad. Dinah Lance, Roy Harper, and maybe Slade Wilson are also part of it, and that's how he meets them. Count Vertigo is planning a terrorist attack using a vertigo-causing drug, maybe, and the Suicide Squad is sent in to take him out. After he is captured, Oliver, Dinah, and Roy manage to break free from the Squad together, and then Vertigo is recruited into the team, appearing in future appearances of it. As for casting, Tony Dalton would be excellent.

He fluctates between the cold composure and the absolute chaotic wine uncle. He resent both because he feels like he has no control over it and how he behaves. Both were born as a coping mechanism from trauma he went through so he doesn't feel comfortable in neither but at the same time he feels like they're good in their own way and match the situations he is in. He tries to figure out which of his features he feels are "the real him" and that he is valuable no matter what. Once he does it's over for you bitches.
