IMO there was a gradual shift in how the Doctor convinces their Companions to stay with them.
Via list form: - The lowest point was with how Nine manipulated Rose to choose him over her domestic life.
- Ten presented himself as a romantic hero to Martha so at the point he resurfaced, Martha didn’t need to be convinced. However, because of how he presented himself I think Martha thought she’d either get a fun weekend fling out of it, or a cool adventure but Ten blew hot and cold, Martha was never certain.
- Twelve’s relationship with Clara became both intense and contentious until he thought he lost his chance with Clara. Twelve seized his second chance, he invited Clara to resume traveling with him, and the way Peter Capaldi played Twelve,l: hopeful, nervous, almost jumping out of his skin. It made the invitation read more like a proposal, so yeaaah, I get why there is Twelve/Clara shipping.
- Twelve meets Bill at a point in his life where he was feeling stuck. Bill reminded the Doctor of Susan, their long lost granddaughter. The Doctor’s been on Earth for 75 years because of his vow to guard Missy but by the start of the Pilot the Doctor is desperate for adventure and company outside of Missy and Nardole. Twelve wasn’t just inviting Bill, but Twelve was asking for himself too.
I feel like Twelve would have ran away or down something rash if he hadn’t decided to take Bill on as a student.
- Finally, Thirteen, who has the same loneliness and desperate need for company but is also keenly aware of how much the Doctor failed Bill and Clara. Thirteen could have said a number of thing to entice her new friends to stay but she was willing to let them go. In fact, it even seemed despite how much Thirteen wanted company, her need for them to know how dangerous her life can be took precedence.
(Eleven has the most even keel Companion invite with Amy. There was a bit of blurred lines with Clara but Clara kept the line. Donna already knew what she was signing up for and the Doctor’s tricks won’t work, Donna joined the Doctor because Donna wanted to join the Doctor.)
