The worst thing about getting into a new piece of media is when you're so obsessed you want to look up fan content but you can't because you haven't finished the thing yet and don't want any spoilers ;-;
The way that Haymitch talks about food in Sunrise on the Reaping vs the way that Katniss talks about it in The Hunger Games leads me to believe that District 12 got even more starved out after Haymitch’s games. His family is obviously poor, but they still do things like make a cake once a year and buy cheap candy on occasions. Katniss talks about never being able to afford sweets and getting an orange as a special present one time. And her family was better off than most in the Seam. That difference definitely feels like an implication that money and food got even tighter in 12 after Haymitch came home from the Quarter Quell.

Not only does this make sense from an economic standpoint (we see 12 struggling to hit coal quotas in Katniss’ time because they’ve already dug so deep), but also from a control and punishment standpoint!
What happens when people are poorer? They have to take out more Tesserae. More Tesserae means more entries in the games, which means more likelihood of losing a child (and as we see, children are often breadwinners in Seam families).
This system helps keep the poor POORER, and forces them to spend more time and energy on survival so that they have less energy to rebel.
Additionally, the merchant class, which doesn’t have the same food needs as the lower class, enters for less tesserae, and likely loses less kids as a result. This aligns them more closely with the Capitol, and creates class tensions, misdirecting hatred from the Capitol toward the merchant class in the districts.
ALL OF THIS IS INTENTIONAL! The Capitol doesn’t care if kids in the districts starve to death, as long as they get their resources. Keeping the poor as poor as possible is a deliberate and despicable move by the Capitol.
