Tl;dr:
The goal is to find the degrees of separation between Tom Scott and any given person, using the lowest amount of Youtube collaborations to connect them.
As a general rule. If two people appear in, or actively helped towards making a Youtube video, they share a link.

Connections:
Two different people that contributed to the same Youtube video share a connection, even if it was posted on a third person's channel.
People need to actively help to make the video. Appearing in a clip, or being talked about, is not enough for a connection.
Being credited as having helped to make the video (writing, editing, filming, etc.) is enough for a connection. Being in the credits only due to a Patreon/Membership reward is not.
Making media for a video counts, as long as it was only made for it to be used in that specific video. This includes music, voiceover audio, art, a game, etc.
Uncoordinated audience participation is not enough for a connection. This includes showing up in the chat, in a comment, donation message, voting for a poll, asking a question at a QnA, etc. An audience member can only be counted as long as its arranged for them specifically to help/be in the video.
Filming someone in public counts as them appearing in the video, as long as they are interacted with.
Videos:
Videos need to be uploaded by the people that made it. Unofficial uploads won't be used.
Videos need to be available. If a video is behind a paywall, or if it's deleted or privated it won't be used. An unlisted video can only be submitted if you attach it's Youtube link.
Videos meant for other platforms are allowed, as long as they are uploaded to Youtube. This includes stream recordings, movies, music, podcasts, etc.
Videos need to have been made for the internet. Theatrical releases, Tv broadcasts, or radio shows are not allowed. Any media made specifically for an internet streaming service can still be used.
Trailers are not allowed.
Clip compilations are not allowed.
Youtube shorts are allowed, but it would be preferable not to use them if possible.
People:
Connections are only made between two different people. Large channels or groups may have members with different Tom Scott numbers. Specific people from those channels should be submitted instead.
People that don't upload Youtube videos can have a Tom Scott number, as long as they share a connection with someone that does.
Fictional characters can't have a Tom Scott number. The person performing the character will be used for connections instead, if available.
Animals may have a Tom Scott number, as long as it's a specific named animal. Entire species as a whole can't.
Inanimate objects do not have a Tom Scott number.
