the problem is that many of these images and artists are in fact hurting and exploiting children. lolicon artists regularly trace from nude photos or even real CSAM. the first lolicon manga/artwork were traced from gravure photos of children. and setting that aside, it's still regularly used to groom children or normalise pornography for them at an age far before it should be
indeed, but I'm just saying that loli/shota art and fiction, provided it wasn't made using a real child, is not on the same level as actual child porn. But people who like it sometimes end up slowly normalizing to themselves and the people around them increasingly immoral actions until they end up using real child porn or worse, actually touching a kid.
fiction that doesn't condemn does effectively normalise it. even fiction that condemns it can end up accidentally normalising it (see: nabokov's lolita). if there's a slope between here (arguably neutral actions) and there (harmful, illegal actions) surely we should put a block on that slope?
