Yazutsu is the is name of the circular warehouse in Sector 2 that was left in shambles after the Pariah invasion of a few weeks ago. Luckily, it’s been dusted off and cleaned up by a few people and made into a somewhat organized facility for—putting it simply—justice.
It’s a fairly simply concept, a police force, but seeing as how the last catastrophe went absolutely horrible simply because there was a lack in some sort of counter force, doesn’t the strange and random events that occurs within the Hive facilitate a need for this sort of thing?
That’s what we think—and that’s why we’re here. We’re fairly unorganized and manned by a single fellow who’s really just imitating the police forces of Japan right now, but if it works, it works. While there isn’t any form of income, we do have a donation box (it’s really just a small jar at this point) and provide both a sense of protection and trust for our officers—as well as an immutable, indiscriminate sense of justice.
Come join us and fight for the sake of others, so that no one has to worry in fear about being trapped here anymore!

i feel like I'd have a hard time getting along with kuroe, because the sarcasm levels would be stupid if we ever actually talked, though if we were on the same side of an argument, the other side probably wouldn't have a prayer

patrol, it was a familiar exercise, she'd completed thousands of them back when she was in the jaegers, the only difference here was the way she dealt with crime, where before she was commanded to kill or capture as a deterrent, here it was more or less a simple reminder, followed by the tracing of a sword, and they'd stop, she didn't even have to hurt anyone like this, just damage their ego a bit and be on her way.
this wasn't technically even her duty as a captain, but with nobody currently working under her, the duty fell on her head, not that she minded, she was able to help more people out like this.
as she was walking through the city however, she came upon a girl of about her age, other than her twin, this was the first time she'd seen someone so young here, add to the fact that she was shaking like that, and it didn't bode well for her future in this city, or at least it wouldn't have if someone who was actually malicious had found her first.
"don't worry," she told the girl as she squatted down, "everything will be ok..."
crap she was bad at this, the only reason she was able to comfort illya as much as she had was because she actually knew illya, this girl... no, she had to calm down, the girl had said something about her brother, a connection... good, she could use that.
"I haven't found my brother yet either." she told the girl, "maybe we could help each other out."
not technically a lie, the shirou she'd met here wasn't the onii-chan she knew from her own world, even if he onii-chan wasn't here, it might help to mention him

I’d say with their full capabilities it would be no contest and Kuroe would stomp all over Sayaka’s undead body. But then again it all depends on where she hits her, because magical girls are basically invulnerable until they either run out of magic or have their soul gem broken.
If Sayaka is attacked blindly with no target, she’ll probably be able to endure it all and strike back given her willpower and all. BUT if her soul gem is broken

I actually think that would be a very interesting fight though movement speed would have to be equalized for a contest, kuroe can certainly create higher quality swords with powers and all, but sayaka has a much faster creation rate if I remember correctly.
I'd say the fight would end in a few seconds, with sayaka trying to stick kuroe with as many swords as physically possible while at the same time, kuroe tries to shoot her with kaldablog or some other legendary sword (which wouldn't even matter where it hit, everything would just be destroyed)
I'd still probably give it to kuroe due to sheer power, but the fight would be pretty even I think

currently in citta, yeah, considering kuroe's only got projection of metal objects...
not sure what would happen at full strength, since kuroe is at least as efficient in tracing as shirou is (creating excalibur and all) as well as having a higher strength and speed level
also kuroe would what shirou would do based on the archer card and the memories held within it, so she'd be able to predict (and likely shut down) anything he tried to do like she did in her fight against illya, miyu, rin, and luvia (where she completely wrecked them until she stepped into a botomless swamp of magic jamming)
but at the same time, shirou also has the blade works which from what I've gathered in the prisma illya manga, she can't use the blade works, or if she did, she'd disappear from lack of mana
basically it would come down to whether shirou could get the blade works off before kuroe could beat him, and I'm not sure what would happen there
