Happy Twos-Day! To celebrate our dear deformed dumbass DA, I’ve got two posts scheduled for today. The second one’s a bit heavy on the angst, so this one’s gonna be more light-hearted. I want to share my personal head canons for Harvey’s relationship with the other rogues.
Disclaimer: some of this is going to be contrary to canon interactions, but the canon for the comics is so fractured that I don’t think it even exists anymore.
Without further ado, here’s my headcanons!
Harv hates him. Moving on.
These two are really close. You wouldn’t guess it, based on their wildly different gimmicks, but they’re best friends. It started out as a one-time partnership (Ed needed goons for one of his schemes, and he deduced that Harv was the mob-boss who would be the least likely to kill him), but they quickly began chatting. Both of them were pretty lonely, and they soon realized how much they enjoyed each other’s company. Harvey finally found someone who understood the complexity of his situation, and Ed was glad to have someone to explain his riddles to who was actually listening.
They bumped into each other at Arkham a few weeks later, and they’ve been meeting up ever since. They run their schemes by each other to see if there’s any flaws they might not have noticed. Ed will often refer to Harv by nicknames such as Janus, Hel, and Apollo. Harvey always makes sure that Ed’s taking his medication and getting enough sleep.
They’ve had a few falling outs, mostly due to lack of communication (which they both struggle with). They’re both smart, capable men who often make stupid decisions. Deep down, they both want to be noticed and loved for who they are, and they understand that about each other.
I could honestly talk about these two for ages. I love them both so much. But, in summary, they’re besties 4 ever
They have a business relationship, but that’s pretty much as far as it goes. There’s a bit of shared understanding because of the whole being-judged-based-on-their-appearance thing, but Oswald is well aware of Harvey’s mixed loyalty, and Harvey doesn’t expect Oswald to be 100% reliable. They have their moments of bonding, but other than that it’s nothing much.
Their relationship is… complicated. Harvey tried to like Selina when she started dating Bruce, but he couldn’t help but think she didn’t have his best interests at heart. It didn’t help that she always seemed to be absent at important events for flimsy reasons. When they actually got to talk to one another, he admired her resilience and determination, but was still suspicious of her. On her part, Selina thought Harvey was good-hearted but naive. She doesn’t trust the justice system, and found Harv’s reliance on it to be foolish.
As Catwoman, she occasionally worked with Penguin’s gang and thus ran into Two-Face. He respected her cunning, but once again didn’t trust her. They did form a bit of a bond over time, and they realized they shared the same side of the law: neither. She helped him in his philanthropic schemes, and would provide information for his heists (provided she receive some compensation, of course). Whenever they hung out, it consisted of friendly teasing on her end and incessant cat jokes on his. They worked well together, and eventually had a nice friendship going. That all ended, however, when Harvey found out her true identity.
He was furious. He was right to be suspicious of her. How dare she try to manipulate Bruce like that?! She tried to explain herself, but he wasn’t listening. Eventually, she pointed out how hypocritical it was of him to accuse her of betraying Bruce when he’s the one who lied to him their whole lives. They haven’t spoken since. Other rogues have tried to reconcile them, but it hasn’t worked. They might fix things eventually, but for now their friendship is dead in the water.

They’re very protective of each other. They both know how emotionally vulnerable they both are, and want to make sure the other one knows how much they care. This is one of those relationships where I don’t ship it, but I understand those who do (the same applies to Harv and Selina). They go to the movies and the fair and they mess around and they hug and IT’S SO WHOLESOME PLEASE I NEED MORE!!!
Also: When Harv found out about what Joker did to her…
He was placed in solitary for a month afterwards.
They tolerated each other for Harley’s sake, but there was a lot of feuding going on. Their attacks ranged from petty (Pam rearranging Harvey’s house so everything’s on the wrong side) to dangerous (Harvey setting fire to half of her garden).
Harley eventually got them to talk it out, and they’re less hostile towards each other, but they still pull little pranks and deliberately try to get on each other’s nerves.

In all seriousness, I think these two have worked together before and will nod at each other as they pass in the hallway, but they probably don’t hang out unless it’s in a group. Despite their shared love for their wives, Harvey feels uncomfortable around Victor. Especially because his cold, emotionless expression reminds him of a certain person whose name will not be mentioned. They’re civil to one another, and will help track down Maroni/Boyle, but they’re not too close.
