I think I've realized why I struggle so much to roleplay in Fallout 4, even when trying to play within the boundaries of the limited dialogue system.
It's because of the map design.
Fallout 4's world is built for the gameplay loop of a looter shooter. Diamond City, in terms of gameplay, feels a lot closer to Sanctuary from Borderlands 2 than the New Vegas Strip, or even Rivet City. In Fallout 4, you have half a dozen quest hubs (one for each faction and then a few major towns), and all other locations are dungeons with enemies to kill and items to loot, or the occasional workshop. Yes, there are places like Trinity Tower or the USS Constitution with quests in them, but most of them are limited to the downtown region and the player is often directed to them from Diamond City anyways (and as has been observed many times, these quests are usually going to a place to either shoot or collect something)
Compare this to New Vegas, where (on top of a far more open dialogue system) each location has at least one, usually multiple, situations your character can respond to in myriad ways - crucially, situations that involve more dialogue than shooting or collecting. Where those situations aren't immediately apparent (such as in most of the Vaults) it's usually because a quest is pointing you there. The map is built around a gameplay loop of a story driven game rather than a combat driven one.

I don't think we're seeing all of Rivet City from what the Lone Wanderer can access, even accounting for Fallout scaling stuff. Those aircraft carriers can house thousands of people. There must be a whole sub-city of poorer wastelanders living in the ships lower decks, free from the City Security force but lacking the relatively comfortable lives of those up above.

I think Rivet city is also mostly populated by people who were living in the DC Ruins when super mutant activity increased to the rate we see it in the game. I think the idea is that they've kinda always been around the Capital Wasteland since 2078 but I think their building presence would have been very gradual, and people probably did live in and around the city throughout the 2100s, and then later the mutants running out of FEV + Brotherhood showing up in 2255 probably escalated mutant activity to a point where people just couldn't live in central DC anymore, and the nearest settlement for humans would have been Rivet City (humans are welcome in Underworld but the Mall is super dangerous and I imagine there's a lot of stigma too).
Semi-related but I was gonna say something about Fallout 3 needing more people living in the subway tunnels and such but then I remembered those people do exist they're just labelled as "raiders" to shoot on sight which. Hhhhhhhh.

I just need Mexican and Indian lore in my nv it’s fr the biggest flaw in that game and I refuse to accept there is nothing there is a rich network of Mexicans and Indians in fallout southwest idc what anybody says…….and there’s so much history that can be parodied there w us relations w natives and w Mexican govt…..
hey!! my buddy teddy @capcollector and i both hc the three main chairmen to be of mexican descent!! 💖 teddy in particular has some SUPER awesome analysis about them as boot riders and how their backgrounds inform their decisions and identity as chairmen.
in my mind, there’s simply no nv without a heavy mexican/indigenous influence and presence. and the fact that its sorely missing given the setting is honestly just sad

I have so many hc of the chairmen as a native tribe in the boot riders days that all leaning on the old remnants of southwest black and Mexican and Indian culture that’s left completely misunderstood but knowing that’s their lineage agh there’s sooooo much u can explore w that it is really so disappointing they didn’t play with that more IN THE SOUTHWEST of all places 😭😭😭🥺❤️
