Look Jaune isn't my favorite that goes to Ruby but I can 100% agree he works better as Cinder's arch enemy by a long shot and why Ruby falls to the wayside.
Here's the funny thing about them, even moreso because it's 1000% unintentional by CRWBY.
I think Cinder is perfectly set up to be Jaune's nemesis; she killed his partner, nearly killed his crush (both love interests), attacked him and his friends in Atlas, and doesn't even acknowledge his existence until he's in her face.
AND YET, she doesn't believe that. To her, RUBY is her nemesis. Cinder is going out of her way to make Ruby's mission that much harder because Ruby got a lucky shot in Beacon.
Cinder Fall is the PETTIEST woman in RWBY and her choosing Ruby as her nemesis when the feeling is not only not mutual, but instead reserved for someone she doesn't even know the name of, just cements Cinder as the best villain of the series simply because she, as Salem put it, "lbelieves herself a bigger player than she actually is.
