I am not including the television show; I am only referring to films in which those two are the main villains. I also have to give it to Red: he's cold, calculated, malicious, and manipulative. Because he's so good, I missed the hints that he was the main villain when I first saw the second movie. Furthermore, my headcanon is that the collars were Red's way of keeping an eye on Itchy, Carface, and, most importantly, Charlie.
