okay this is probably only going to make sense to like 3 people on the internet but stick with me: judson/the original librarian was a timelord. the library is just another kind of tardis.
me when i think my post is weirdly niche but apparently not!
anyway my personal headcanon is that judson specifically is a timelord and anchored his tardis to earth because he just couldn't be bothered. i also think he's a weirdo timelord in that he KNOWS theres some kind of scientific explanation to the shit that happens but just chooses to see everything as magic because it's more fun. in this hc specifically i'd like to think that when they say the library does things/is alive that that's true. at the very least the library is a much older tardis and is vaguely sentient (though i think tardis sentience is pretty canon to dr. who too).
not to mention that structurally the librarians (and the movies) are just like dr. who lol and they even share a lot of the same themes. flynn carter specifically is a mix of 11 and 12 to me
