i can't believe my silly brain never made the connection between Echo "i study reg manuals for fun" Badbatch and how quickly he would be able to memorize Clone Force 99's long list of plan codes.

like i imagine Tech gives him the entire list and just says "here take some time to memorize these please," expecting that Echo will take at least a week, if not more. then like literally the next day or two, it comes up in conversation somehow that Echo has already memorized the entire list. and no one believes him, Tech especially. so Tech quizzes him. and he gets everything right. so Tech quizzes him more. this draws the attention of the others. they all start drilling Echo on plan #s and he gets every single one correct on the first try. they're gobsmacked. they try to prove he's cheating somehow but can't. Tech just smiles and lets out one of his rare "i am impressed".

I can also see it coming back to bite Tech when Echo returns with a series of questions, concerns, and suggested rewrites:

"I'm going to need you to elaborate on the 'swallow it whole' part of Plan 18."

"You're not serious about Plan 94, are you? Feet first?"

"I've actually implemented a plan very much like 62. Trust me, you're going to want more detonators."
