On his mom's side is Peter Irish or Scottish? One of my HC is that Peter has small amount of red hairs scattered in his hair and facial hair (when ever he has some) due to his Fitzpatrick heritage.

It’s very difficult to say things for sure about either of Peter’s parents, in part because there’s so little canon information for them out there and in part because what does exist is pretty purposefully shrouded in mystery -- they were spies, after all. So I don’t think we have an answer about whether Mary Parker nee Fitzpatrick is Irish or Scottish -- my personal headcanon is that Richard was Jewish (family from Unspecified European Origin) and Mary was Irish because it makes Peter a walking example of a very specific New York immigrant experience. But I have less riding on Mary being Irish than I do on the Parkers being Jewish, generally. 

In favor of your red haired headcanon, though -- not Peter, generally, but both Teresa and Kaine, who are as genetically close to Peter as you can get, have both been drawn more on the auburn-haired side of things.
