The thing about Mokuba admitting he thinks Kaiba’s chess plot was a mistake and it would be better if Gozaburo had never adopted them is like. Mokuba tells us that a bunch of parents wanted his brother. Seto Kaiba could have been adopted by lots of other people, at any time. He didn’t go because he didn’t want to leave Mokuba. He arranged the chess game in part because this was the only way to get someone to take both of them. Getting adopted wasn’t a problem Seto Kaiba had, getting Mokuba adopted was.

So I think there’s definitely an element of like, “I am the reason you are miserable, because you would be somewhere happier if you had been willing to leave me; If I were better or good enough for anyone to want, you wouldn’t have needed to do this.”
