It’s no secret that Gray is not keen on public displays of affection, and typically acts tsundere towards Juvia’s gestures, or brushes her off in front of others. In the final chapter of HERO’S, he makes it clear it’s not because he doesn’t want her love, but he’s not comfortable with PDA as everyone has suspected for years.
This saying is common, and very Japanese. Of course, one cannot help but notice the blush on Gray’s cheeks, hehe.
Japanese people do not generally like doing “couple/lovey dovey things” such as holding hands, hugging, kissing, etc, in public. However, a couple is different when alone.
As seen above, when Gray and Juvia are alone, they are much more intimate. The most meaningful, touching, and strongest Gruvia moments come from them being alone. Where Gray is free to be as open as he wants with Juvia.
Likewise, Gray can be as open as he wants in his own head as well. Since he is the only one in his mind, Gray does not worry about what other people see or think. He sees her as a beautiful woman, who is always smiling. And ironically, the one person he is open with other than Juvia herself, is her counterpart/doppelgänger, Juvina. It’s telling how happy he is on his date with her. She points out that Gray does not deny loving Juvia, gives him Juvia’s perspective, and tells him that she won’t wait forever. Gray feels comfortable enough with Juvina (because she looks like Juvia) to come clean.
Therefore, Gray being “tsundere” towards Juvia is really just an exaggeration of what is typically Japanese shyness. As the above examples clearly show, he undoubtedly loves Juvia very much, and as we now know, once he feels he has becomes worthy of her, he will go get Juvia no matter what.
