If you’re referring to keystone XL (you apparently love being vague or just don’t know) that was a pipeline from a Canadian company through the US, through indigenous peoples lands, that would have gone to the gulf coast to be refined and sold on the global market.

However that was only an expansion of a pipeline that already exists and is currently functioning just not the expansion.
