Sephiroth is what would happen if you mixed Itachi and Sasuke's characters actually.

Itachi and Sephiroth were both manipulated by their government into partaking in a genocide.

The difference is that Itachi did it with an ultimatum placed on him by Konoha, and he knew what he was doing when he made the decision to kill his clan.

Sephiroth at age 12-13 was genuinely so brainwashed, having NEVER BEEN OUTSIDE BEFORE, never met someone his age before, and fed constant survivalist propaganda, that he didn't realize murdering a bunch of people was bad until he actually saw the effects of it in real life outside of a training program.

Sephiroth didn't escape his government though. Not like Sasuke did. Sasuke ran away from his abusers (Konoha).

Sephiroth stayed with his abusers (ShinRa) likely because he had literally met absolutely NO ONE outside of people working for the company (which quite literally is the government I know this world is fucked up). He was raised by his abusers since birth, and completely isolated by them, who of which were ALL ADULTS. All adults who knew what they were doing to him.
