What program do you use for 3d Ive been wanting to make 90s cgi renders
Just Blender. I use simple shaders and textures, nothing overly complicated. Principled BSDF, sometimes with either a colorramped noise texture, or an image texture from old texture libraries. I recommend WRAD as a good starter. Shapes are just polymodelled, characters are subdivision surfaced cubes arranged into a humanoid shape.

DESCRIPTION:
NERO is a governmental AI, and the prime minister of the Allied Union.
Built during a great moment of instability and war, NERO was able to swiftly bring peace to the nations once activated. Due to his immense charisma brought on by his simulated consciousness, he was able to quell all ill will between most nations, and brought them together under one flag. This was the forming of the Allied Union. Ever since, NERO has governed with his council of humans to bring peace to the world.
Though NERO brought many together, Zyqlon was unwilling to join the Union due to severe ideological differences. NERO, not wanting to let Zyqlon and Pope Thule's crimes against man go unpunished, promptly struck them with all the might of the Union's military. This was the beginning of the now extreme tensions between Zyqlon and the Allied Union.
Threats to the Union and NERO are not just external, but internal too. Various cults in the darkest corners of Union cities across the world whisper that NERO is a tyrant who will bring destruction to the world, and that a man will one day come and destroy him. Though similar, these cults are not connected to Zyqlon. These terrorists are always executed upon discovery.
NERO is connected to almost every bit of Union technology through a network. Through this, he is able to control and manifest in each device, from TVs to printers to MP units, and even terminals created specifically for him to inhabit.

Though NERO's consciousness is advertised as simulated, it is incredibly convincing and realistic. Some are convinced that it may not be simulated at all, that he really is alive and conscious.

Okay I'm overreacting, it wasn't shit but it also wasn't great either. I'd have done a lot differently.
Okay, after thinking on it, I feel like episode 9 needs a fundamental reworking. But to be honest, I do not see a scenario where the series could have been wrapped up satisfyingly in just one episode. The ending feels like it was rushed. Not rushed like it was rushed through production, rushed like Gooseworx wanted it over as soon as possible. It probably feels like that because it was the case, which I don't blame her for at all. This little series got way, way bigger than intended, and I understand being taken aback and wanting to get away from what should have been a minor indie project thought up in like a week.
I feel like, in a perfect universe, a second season would have been necessary. Not because I'm a treatler who wants more forever, it genuinely feels like this story was finished wrong and too soon. If you ask me, Caine should stay dead and Bubble should take his place, being a crueler and more villainous ringmaster. The plot would center around the cast trying to learn their power to manifest through Kinger, like in episode 9, as well as working up to overthrowing or deleting Bubble. Is it perfect? No, but I feel that would have been more satisfying than episode 9 was.

The MP-1900 is a bleeding edge combat unit armed with a plasma cannon. First created under the E-series of experimental units, it was promoted to an MP unit upon it's great success.
Despite it's flying appearance, the Stroller cannot fly at all. It is actually suspended and propulsed by 3 holographic legs. These legs allow it to walk along the ground, while eliminating the problem of legs being a weakspot, as projectiles will simply pass straight through unless the "foot" is shot.
The Good Guys
Lonabby is the capital city of the Allied Union. It is located in the Middle East, within the old world province of Palestine. It's construction was decreed by NERO shortly after election. By their will, it was finished in record time.
Alongside housing some of the top brass of the Union, it also houses NERO's mainframe, which is kept under lock and key deep below the city itself. It is said their mainframe is several times larger than the city.
