Ooh! This question is always fun because there's just so many ways to get into Touhou that it's really a personal journey. For me, I love wikis so I just started browsing the Touhou wiki (not the Fandom one) to figure out who all these characters were. But it's also perfectly valid to just follow people who make art of characters you like and ask/talk about them in the comments.
As for what Touhou is about? It's a series loosely following the adventures of a shrine maiden and her magician friend as they keep getting involved in various individuals' plans to overturn the careful balance of Gensokyo. It is usually fairly easy-going, but there's a constant undercurrent of strangeness and danger given most of the cast are youkai and thus don't really see the world like humans would.
Is there a specific character you like? I'd start by just learning about them through the wiki and finding fan works and projects that include them
