Does anyone else assume James is deliberately losing the poker games in the Citadel Docks Holding Bay?

He's playing against refugees that have little to nothing.

Meanwhile, he's part of the Alliance and is on the same ship as Commander Shepard.

I assume he's losing deliberately to give them money they might otherwise refuse out of pride or so they don't have to lose face by accepting charity.
