I'm gonna say that there really should be an understanding of dependence, fiduciarity, and authority separate from ownership, and describing either modern-day authority over children by parents or modern-day incarceration of criminals really doesn't make sense to describe as ownership unless someone is doing something extremely wrong.
I also think that proposals to reduce the paternal authority of parents rarely fail to be a power-grab by the state and also an attempt to establish the means to commit cultural genocide even if the intent is not there.
