i mean, honestly it’s amazing the Elves had as many languages and dialects as they did, considering Galadriel (for example) is over seven thousand years old.
english would probably have changed less since Chaucer’s time, if a lot of our cultural leaders from the thirteenth century were still alive and running things.
they’ve had like. seven generations since the sun happened, max. frodo’s books are old to him, but outside any very old poetry copied down exactly, the dialect represented in them isn’t likely to be older than the Second Age, wherein Aragorn’s foster-father Elrond started out as a very young adult and grew into himself, and Legolas’ father was born.
so like, three to six thousand years old, maybe, which is probably a drop in the bucket of Elvish history judging by all the ethnic differentiation that had time to develop before Ungoliant came along, even if we can’t really tell because there weren’t years to count, before the Trees were destroyed.
plus a lot of Bilbo’s materials were probably directly from Elrond, whose library dates largely from the Third Age, probably, because he didn’t establish Imladris until after the Last Alliance. and Elrond isn’t the type to intentionally help Bilbo learn the wrong dialect and sound sillier than can be helped, even if everyone was humoring him more than a little.
so Frodo might sound hilariously formal for conversational use (though considering how most Elves use Westron he’s probably safe there) and kind of old-fashioned, but he’s not in any danger of being incomprehensible, because elves live on such a ridiculous timescale.
to over-analyse this awesome and hilarious post even more, legolas’ grandfather was from linguistically stubborn Doriath and their family is actually from a somewhat different, higher-status ethnic background than their subjects.
so depending on how much of a role Thranduil took in his upbringing (and Oropher in his), Legolas may have some weird stilted old-fashioned speaking tics in his Sindarin that reflect a more purely Doriathrin dialect rather than the Doriathrin-influenced Western Sindarin that became the most widely spoken Sindarin long before he was born, or he might have a School Voice from having been taught how to Speak Proper and then lapse into really obscure colloquial Avari dialect when he’s being casual. or both!
considering legolas’ moderately complicated political position, i expect he can code-switch.
…it’s also fairly likely considering the linguistic politics involved that Legolas is reasonably articulate in Sindarin, though with some level of accent, but knows approximately zero Quenya outside of loanwords into Sindarin, and even those he mostly didn’t learn as a kid.
which would be extra hilarious when he and gimli fetch up in Valinor in his little homemade skiff, if the first elves he meets have never been to Middle Earth and they’re just standing there on the beach reduced to miming about what is the short beard person, and who are you, and why.
this is elvish dialects and tolkien, okay. there’s a lot of canon material! he actually initially developed the history of middle-earth specifically to ground the linguistic development of the various Elvish languages!

Okay, but please consider what an absolute clusterfuck of an accent Elrond must have. Like, sure he can do Formal Standard Sindarin, but he lived in a refugee camp with at least two distinct cultural groups until he was six, and then was raised by the remaining Sons of Feanor and whoever was still willing to hang out with them. At a minimum he'd been exposed to Gondolin Quenya, Doriath Sindarin, and Feanorian Quenya; I'm sure there were other dialects mixed in, as well as Taliska and whatever else humans were speaking. He and Elros were probably using sound combinations never before conceived of.

The above aren't all elven. For instance, the one at the center, with the red hand, is Beren's, and the tree with three circles represents the Silmarils. But I wanted this picture because I love that Tolkien did this, it's all very pretty.
Anyway, initially, Finrod seems to have used his father's device, probably because he's the leader of the House of Finarfin in Beleriand. It looks like this
This is very typical of elves. Personal devices for male elves are always lozenges (with circles for women and squares for countries or families.) They're also typically symmetrical on both horizontal and vertical axes.
You can see that eight rays touch the rims of the lozenge - that signifies rank. The more rays, the more important the person, roughly speaking. Finwe has sixteen, and all his sons have eight.
Finwe's sons also borrow Finwe's colors, which are these (note also how similar the design is):
And then Finrod goes ahead and changes his device to look like this:
What is this, Finrod? What are you doing. Great job on keeping the lozenge but uh. What the fuck is going on here? Where are the colors of your house? Where are the rays of your rank? Where's the symmetry of your species?
I mean, from the forest green and the blazing torch, and especially the harp, everything represents his meeting with the people of Beor. It's clear what he wants his device to say, but god! Is this really the best way to say it??
This design is so bizarre that the very authoritative book JRR Tolkien: Artist and Illustrator speculates that maybe the Edain made this device for Finrod, and they weren't clear on or just didn't care about eleven heraldic traditions. Except, this is Beor's device:
It's literally more elvish than Finrod's by a large margin!! If Beor or his people are making a device for Finrod, then either Finrod made one for them, or they deliberately swapped styles for some other reason.
Now, it could also be that this is a posthumous thing, but I think the same problems still apply? It's just. It's an odd device, okay?
Sure, it can just be a random inconsistency, but it's so much fun to imagine Finrod being Weird. "Hey I found this new species! On a related note, let's take down my father's heraldry, I'm about to invent Modern Art™️ 🥰"
Alternatively: "Hi! My gender is male. My lineage, rank and race are ✨Friend of Men✨ No further notes."
I'll also point out, as a side note, that the background color of Finrod and Beor's devices is the same, and they share other colors as well, so I think it's extremely unlikely that they aren't meant to go together. Whether they were developed at the same time or not, they must be referencing each other. Oh, and note that the eight circles on Beor's device are placed exactly like the eight rays of Finarfin/Finrod, and the four corners are pretty similar, too.
The question, I think, is basically, which one of the following is true:
Finrod and Beor came up with devices for each other
Finrod and Beor came up with their own devices but designed them together, or apart but taking inspiration from each other
Some future generation came up with one or both devices and thought they should go together, and everybody said "Yeah, that checks out, let's adopt that"
I'm okay with either of the first two options. The third, while possibly likelier, is much less fun, because, like I said, it deprives me of Finrod Felagund Shocks Elven High Society situations
I do love the idea of Finrod and Beor giving each other Friendship Heraldry. Like, the mental image of Beor happily doing arts and crafts with his Weird Forest Cryptid Bestie is great, but also, their meeting is ultimately responsible for how each of them is remembered through history and it's cool that their devices reflect that.
