Gender is a devastatingly-influential dynamic of our complex hierarchical social structures.
The reality—described by the term ‘patriarchy’—is that MALE is more powerful than FEMALE (even in instances when other dynamics mean a WHITE FEMALE may be more powerful than a NON-WHITE/GAY/HOMELESS/ETC MALE).
‘Sexism’ describes the institutionalised abuse and marginalisation that sustains gender hierarchy. Sexism reduces victims in terms of visible gender, punishes them for it and—doing so—reproduces power for the privileged majority.
At best, it is a tool that feeds privilege at the expense of the neglected; at worst, it is a weapon that sustains and strengthens power by oppressing the vulnerable.
We talk about power relationships because ‘power’ is a relative term. It’s not exactly that there are only four apples, so if John takes all of them Jessie doesn’t get any, but it’s close to that. Between John and Jessie, power is unequal: the more power John has, the less there is leftover for Jessie.
Within patriarchal society, sexism reproduces male power.
Obviously, men can suffer gender-based discrimination, the impact and severity of which isn’t in question.
But that is not ‘sexism against men’.
Men are only be victims of sexism when their victimisation serves to further reproduce dominant—male—power.

Apparently, funding is also ‘aimed at raising awareness, forcing the issue into the open, and forcing the violent men at its heart to confront their own weakness.’

Life isn’t a big boy’s fucking adventure story. If we don’t have the resources to adequately protect victims, the criminals who abuse them can confront their weaknesses on their own fucking time.

Malcolm ‘real men don’t hit women’ Turnbull is clearly missing the point.
Gender inequality extends, beyond men’s violence, into a society that enforces their dominance and supports their right to exert power over women (and ‘weaker’ men) and the government’s response is woefully inadequate.
BUT, WHY?
Even if I suspend my skepticism of yer uncle Mal’s motives... we don’t know what the fuck we’re doing.
We want to believe that a funding package can be a solution. In reality, nobody--no experts, even--can fully comprehend the scope of what we’re facing. Policy responds to social discourse that interrogates violence in manageable packages (supporting victims, controlling criminals, domestic violence, drugs and alcohol, education, awareness), because it’s too fucking big.
And then there’s language. Having vocabulary empowers us to talk about these issues, to better understand them, to distinguish and to lay out every piece of everything that is at stake. But it also controls how we can conceive of them. It’s a euphemistic trap that enables us to focus on victims, and think about relief, but at the expense of adequately dealing with the problem.
‘Domestic abuse’ is bullshit: this is a global social issue.
‘Violence against women’ is crap too: this is hardly about women at all.
‘Men’s violence’ and ‘Men’s violence against women’ is better—useful—but still only grazes the point.
Power Violence
We are talking about abuses that enable power reproduction. Power Violence manifests as men’s violence against women (and children and other genders and other men) because it is at their expense that male power is perpetuated. Crucially, this is not about male power being enshrined so much as men wielding power to weaken, disempower and—as it were—to emasculate everybody else (other races, religions, sexuality, gender and—fundamentally, in every instance—women.) Power violence occurs when those hoping to demonstrate or claim power abuse those they believe are, or hope to make, weaker than themselves. It exists across genders and races and sexuality as male power reproduces itself by oppressing everything else.
And I DON'T mean to suggest that this isn't about gender. because it obviously fucking is. men's violence against women is a blockbuster fucking issue that we need to deal with. what I am saying is that framing gender inequality and men's violence in terms of gender alone is inadequate. the issue becomes the separate responsibility of two distinct groups--men to change their behaviour and women to protect themselves (and each other)--instead of about balancing power to overcome inequality (and the violence fundamental to the reproduction of male power).
Uncle Mal wants to allow men to be 'manly' by respecting women, but this is a platitude that only really reinforces male power. Men made more masculine for not beating on women (or calling out others) can congratulate themselves and their enormous cocks without doing anything to actually address the uneven power dynamic.
SO, WHY?
Why is the package so inadequate? And, why, months on, aren’t we talking about it? Why isn’t the government actually dealing with gender inequality?
...Look at them. Look at Malcolm “Mainsplaining” Turnbull. They ARE the dominant power. If this isn’t manipulative Power Violence, it’s certainly abuse of power. What could they gain by empowering us? So why the fuck would they?

Joe Hockey ordered the Financial System Inquiry, which recognised the need for a levy, but recommended it be imposed on banks in the event of failure instead of upfront (reduce strain on industry).
Hockey, concerned he’d have trouble taking money from banks after they failed, indicated he would implement an upfront levy:
