First up we got Espeon who is arguably his most loyal Pokémon. Likely raised as an Eevee by Cecil and developing a deep bond with him caused it to evolve. Cecil makes sure it gets plenty of sunlight whether that be taking it on frequent walks outside the Pentagon or via heating lamp if he’s too busy.
Cecil mostly uses her for brawns but typically keeps her in her Pokéball due to Hatterene’s sadistic tendencies. This is for others around him’s sake, Cecil doesn’t have to worry about her tearing him apart since he’s learned to be emotionally secure around her.
I originally was gonna pick Unovian Braviary due to its U.S.A motifs but remembered the Hisuian variant was psychic, so the motifs are still kinda there..perfect. Nothing much to note honestly he just got a big bird maybe uses it to transport heavy things if needed.
Alien!! Beheeyem has the abilities to wipe people’s memories so i’m saying Cecil used his whenever Donald wanted his memory wiped in this AU. The GDA definitely has a bunch of alien-esque Pokémon at their disposal, i’m thinking a wing where Beheeyems and Elgyems do recon.
DITTO! Cecil has quite a few Dittos. Now I added Ditto because of its vague resemblance to Cecil’s goo bath but thinking more about it outside of that I think Ditto would be useful somewhat. Perhaps he orders some to be his “ears and eyes” instead of his typical spy cameras.
Last one is Goomy. Cecil’s Goomy refuses to evolve and is very clingy. It absolutely loves the goo bath it has its own little tub of the stuff it spends most of its time in to stay hydrated.

Another one to the vague goo bath resemblance. I decided to not give Cecil a Muk due to its very unsanitary nature. Perhaps there’s one that eats all the waste and stuff the GDA disposes.
While not strictly Cecil’s, the GDA has found a way to open up wormholes which caused various ultra beasts to escape. Most of them are now in GDA custody including a Nihilego. However, it isn’t let out of its prison often considering how parasitic the Pokémon can be. Cecil has come to the realization that the Nihilego loves to feed off of his stress.
No super detailed reason why I chose Annihilape other than the fact I feel like they resemble the reanimen the best. (feel free to let me know your own picks!)
Cecil is hundred percent the guy to have a Mewtwo at hand. He saves it only for world ending situations (and yes he has a contingency plan set up in case it goes haywire).
