Tim Minear will say he doesn't want to commit to bringing in new characters to be LIs for Buck or Eddie. Or then he'll say he dropped and threw away a woman who could have been a new romantic interest due to "lack of chemistry" or because he found her plot "boring."
But Tim Minear will never be able to say that Tommy lacked connections with the already established characters because he had a history with them BEFORE becoming an LI.
He could never say that Buck and Tommy lacked chemistry; in fact, he admitted the opposite.
He said their story was prematurely interrupted, by design, implying it wasn't a lack of possibilities to explore with the dynamic between the two. It was cut before it could be fully developed.
Tim Minear can't use any of the same excuses he uses to justify not following up with a love interest for Buck or Eddie. Tommy Kinard forced him to admit that he's simply going to do this because he can't stand upsetting and being the target of criticism from a loud segment of the fandom. He had to admit that to replace Tommy, who ticked all the boxes for a good, long-lasting LI, he needed to use a child whose role would be to be unconditionally loved by Buck and the audience, and not fought over by the shippers.
