the difference between the winter soldier and all the other soldiers. they were all dressed in the same plain black, they actually had some semblance of self-expression seen in their hair and makeup, not at all like the winter soldier. he was all dressed up with that long hair, their favourite toy, their prized possession

they have a bit of horror in their eyes but he just looks dead to the world.

he doesn't even care when his hair is in his eyes, which happens constantly in the winter soldier and civil war, because he's not even human anymore. the hair represents how they've burned away any remaining memory of james buchanan barnes and stuffed something else, something dead and rotting inside
