I was in skirmish mode as Roadhog, and I tried to hook another Roadhog, who disappeared right as the hook hit. The system probably found him another game at that exact instant.

The chain seemed to have followed him into the other game though. He had been on the other side of the road from where the hook appears to be in the picture.  I was unable to use the hook ability again and was only able to walk very slowly. The chain nearly stretched all the way back to my spawn point.  Conclusion: Roadhog’s hook is so OP, it doesn’t just occasionally hook through walls, it hooks through different game instances.
