Summary: Bellamy coping with losing Clarke on the ark and adjusting to his new leadership responsibilities and trying, for Clarke’s sake, to use his head more.
When Bellamy Blake finally broke down, there was no one around him to remind him that he had done what had needed to be done. There was no one to help carry his guilt. There was no one to look him in the eye and remind that he, despite all of his acts of monstrosity, was not a monster. When Bellamy Blake finally broke down, he was completely and utterly alone; and despite his several attempts at convincing himself that that was for the best, a part of him still wished that there were someone to console him, someone to show him love despite all of the the terrible things he’d done. He’d always had a crutch: his mother, Octavia, Clarke. And now his mother was dead, he wouldn’t be seeing or talking to his own baby sister for five whole years and Clarke was supposedly dead, possibly by his own hands.
When he shut the door of the pod, his heart broke into two. When he looked down on the earth and instead saw a ball of fiery hell his heart shattered further. But all the while, he refused to acknowledge his grief. Clarke had told him to use his head, and he had chosen to do precisely that. He had put aside every thought of her and Octavia he had and put it in his head to protect the 6 people around him with everything he had instead. He ensured that everything was running smoothly, ran countless safety checks by Raven and personally comforted every person who needed consoling. Finally, after a day of tears of both relief and grief he dragged himself to one of the dozen empty rooms on the ark and shut the door. As the door clamped shut, his knees buckled beneath him and he slid to the floor, tears starting to pool in his eyes.

Did you catch how SOFTLY Bellamy says Clarke's name in that last scene with them??? Tbh that was more telling than the whole unfinished "If I don't see you again..." confession. What was your take on that epic glorious scene?
The way Bellamy says Clarke’s name is actually the first thing that caught my attention about that scene - it’s so soft and serious and when he turned to face her I thought for a second that maybe he was going to hug her.
The whole scene was incredible, right from the very first exchange:
“I’m going to take the rover back to camp.” “Octavia?”“Pathetic, isn’t it? She hates me but I keep coming back for more.”
As always, Clarke knows exactly what’s on Bellamy’s mind. This is the third time this season she’s picked up on his worry over his sister and tried to assuage it with words of encouragement. And Bellamy’s words are so telling (and heartbreaking): Clarke is the only person in the entire world he would admit this to. She’s the only person he allows himself to crack around.
This whole scene is just a culmination of things that have been building throughout the episode. Bellamy’s fear of time running out with feelings (both in regards to his sister and Clarke) unresolved; Clarke’s growing ability to accept and return love (the scene with Niylah and the scene with Kane); how well they understand each other even without words being spoken (”Octavia?”, “Being Clarke", their teamwork while in different vehicles to kill the Azgeda warrior).
So, in my opinion, “she’ll see how special you are" is an admission on Clarke’s part as to how she feels about Bellamy (since, as I’ve pointed out before, L/xa is the last person Clarke called canonically special). And Bellamy gets this; he understands (at least in part) the importance of what Clarke was trying to say.
And I think Bellamy had already been considering telling Clarke how he feels, possibly ever since he found out Octavia was “dead” and realized up close and personal that you don’t actually know when the last time you see someone will be. But hearing her tell him he’s special only solidifies his desire to do this; you can see him process her words, think about what they mean, and then come to a decision.
The way he says her name reminds me of how he said it in 2.16, when he was pleading with her to stay; of course, this time he’s the one leaving but the emotional weight behind the word is the same. This is a personal confession on Bellamy’s part, one with a high emotional cost.
How was he going to finish his sentence? I don’t know. But it honestly doesn’t matter, because you don’t frame words to someone like they’re the last you’ll ever say unless you’re about to tell them something damn important. As a hypothetical: if you could tell the most important person in the world to you something because you know you’ll never see them again, what would you say?
(You tell them how much you love them, of course. You tell them what exactly they mean to you. And if you happen to be in love with that person and know you might not get another chance–)
And Clarke knows this. The majority of the episode focuses on how well she understands Bellamy; of course she knows what he was going to say. And she stops him not because she’s not ready to hear it (imo), she stops him because the idea of saying goodbye to Bellamy is one she doesn’t want to contemplate. This whole season, while Bellamy’s been accepting the very real possibility that they might not save themselves, Clarke’s been absolutely determined that they’ll save everyone, to the point where she lies to herself and shuts what other people are saying out. (At some point, Clarke is going to come to the same realization Bellamy has, which is that they might not save everyone or even themselves, and then…)
In addition to that, Clarke is used to people telling her they love her as a goodbye. And usually shortly after that sentiment is expressed, the person in question dies. So she’d be understandably reluctant, to say the least, to hear those words from Bellamy.
And Bellamy is willing to respect her wishes (personally, I never got the vibe that Roan stopped him from finishing his sentence. Clarke did that, and once she said “No” he wasn’t going to continue). You can see his lips purse–he’s not happy about not telling her, which is why I think he might say it next time they see each other. Especially if stuff happens in 4.07 and 4.08 to make them even more aware of their mortality.
All in all an A+ scene, an undeniable turning point in their relationship that I fully expect to build into something even more rewarding somewhere down the line.
People shipping Echo and Bellamy because Echo got Bellamy out of Mount Weather so he wouldn’t die with everyone else is the same as people shipping Lexa and Clarke because Lexa didn’t let Clarke die with the rest of the people at TonDC. Just because Echo and Lexa have a connection with Bellamy and Clarke and are willing to let hundreds of people die but not them, does NOT mean they would make a good partner! Because Bellamy CARED about those people in Mount Weather. He even loved some of them. And Clarke cared about those people in TonDC and feels incredibly guilt for letting them die and even resentful towards Lexa for convincing her it was necessary.
Loving someone means also loving what that person loves. Lexa and Echo can’t just write off the Sky People and let them be slaughtered and expect Clarke or Bellamy to be grateful that “at least it wasn’t them”. Because Clarke and Bellamy are the sorts of people that would DIE for their people. And honestly it’s an insult to Clarke and Bellamy to see those gestures as romantic.

I've got a headcanon that Bellamy doesn't say Clarke's name out loud the entire six years he's in space; it's always "she" or "her" the rare times he brings her up to others. Because saying her name was always akin a declaration of love for him, something so significant to him, and he feels empty and hollow and /wrong/ saying it now, when she can't hear it anymore.
