My lounge has four rules. They should be quite simple, lest you end up in a scenario requiring... punishment for breaking them. They are as follows:
1. Invite only. No invite, no entry.
2. No fighting indoors. Use the side alleyways, if you must.
3. Upstairs is off limits to all guests.
4. Do not even think of harming the animals.

Hey there! It's @theguybehindthechair here again. I wanted to remake my Oswald to fit more with my newer Gotham headcanons, of which I'll list (just the Oswald-centered ones) below in a moment. The panel dividers, iceberg lounge title card, and banner were all made/edited by me!
Moving on, here are my headcanons and RP rules! I recommend reading these before interacting.
My version has a hip defect, which led to his shorter/disproportionate stature. He also grew up overweight and has a bird-like face. These details about him were the "reasons" he was bullied as a child, those bullies granting him the Penguin nickname.
He uses the umbrella as a cane, but its original purpose was/is to protect him from pneumonia, which his father died of.
Oswald (or Ozzy) is roughly in his mid 50s. He is still overweight and short but, regardless, is a very commanding force.
Birds and books were his only friends growing up, leading to his connection to avians. He is essentially equivalent in intelligence to the Riddler, and Batman has said that Oswald is smarter than himself.
He quite likes to wear feathers, always having at least a few on his outfit. He wears a neat bowler hat adorned with peacock feathers.
He has reestablished his family's wealth, bringing them back from bankruptcy. He also remodeled the Cobblepot manor, turning a majority of it into a sort of animal sanctuary (primarily an aviary).
He primarily works in the drug and weapon trade, a crime lord in his own right. He uses the Lounge (and his other locations) as a front for his business.
A key rule in my version of the Gotham Rogues is that they avoid harming children. The exception to this rule is the Robins and any vigilantes associated with Batman. Joker is the only rogue known to harm civilian children purposefully.
I am a minor. This means that I will only write romance with A) other minors or B) adults that I already trust and are close to me in age. I will not write romance with adults that I do not know. I also will never write NSFW or pedophilic relationships.
Related to the above, Oswald is pansexual and polyamorous.

Really?? Your place only has like 4, and they're basic bitch rules too. Not like some dumb "Make sure to wear clothes imitating your favorite bird on Friday or you're kicked out!!!" Or something.

Yes, really. Part of it is likely because it's Gotham, but some is simply due to the increased entitlement of people.
In this, I not only include those in my own generation, but I am almost solely speaking about them. It's the elders who expect everything handed to them. The youth, more often than not, are respectful.
I like that silly rule idea. Perhaps maybe on the third Friday of each month?

Yes, unfortunately. These days, people are far more used to the anonymous nature of the Internet that they forget it does not carry over into real life. There have been far too many people recently who attempt to defy my rules.
