i headcannon that when some actors play multiple people it’s just their canon character using a puppet, and since most of these side characters interact with tommy, he’s just is rlly known for liking puppet shows so people will put those on for him to make him happy.

for instance, during exile quackity would do a lil show of ‘mexican dream’ and even roped dream into it playing ‘girl dream’. once tommy was misbehaving so he ‘killed’ mexican dream by ripping the puppet in half. tommy was more upset then quackity himself.

also sam nook was supposed to be just a puppet but since awesomedude couldn’t always be there, he made the puppet into a cool robot to entertain and protect tommy, and this actually made tommy super happy since he could now interact with a his favorite character from his favorite puppet show.
