You can meet game/digital/2D artists in the area at live demos and free events on art school campuses or hosted around the city:

For traditional art: my sister made a ton of connections painting & working in underground galleries & indie artist spaces for like four years (and I mean DEEP underground; I have no clue how she found these places sorry)
