The councilors are not allowed to leave until they have a budget.

The military always gets the Gundarks’s share. The non-military councilors hate it.

The Emperor’s Wrath is on duty. Their job: make sure no one dies or ditches the meeting.

The Emperor is supposed to approve the budget. Vitiate hasn’t shown up for 500 years and always takes months to sign off on the budget.
