Arizona Representative Trent Franks's bill goes to the floor on Tuesday, but he won't be managing it. Tennessee Rep. Marsha Blackburn will take charge of the bill during debates in the House, and the bill is being changed to add a new exception.
If passed, Franks's bill would ban abortions nationwide 20 weeks after conception. The changes to the bill would require victims of rape or incest to prove that they reported the act to the authorities in order to gain access to an abortion.
Rep. Franks attracted criticism on Wednesday while opposing a Democratic amendment that would have allowed abortions in the event of rape or incest, stating that "the incidence of rape resulting in pregnancy are very low." His comment has been compared to Todd Akin's "legitimate rape" statements of last year, and his bill has drawn major objections from Planned Parenthood.
Yesternight, around 18:30 EST, Warren Hill was granted a temporary stay of his execution by two separate courts. This takes Hill out of immediate danger, but the most recent execution victim in Georgia, Troy Davis--who also happens to be a black male with enough evidence to have lived in any other state (save Texas, perhaps)--was also granted a stay minutes before his lethal injection, only for it to be resumed later. On a more general note, why is the death penalty still legal? Even if all those cases are proved beyond a reasonable doubt, the evidence is never solid 100% of the time. President Obama made an appearance at the College Heights Early Childhood Learning Center in Decatur, GA and we were on site to view the action. He spoke further on his State of the Union promise to expand preschool education to children nationwide, as well as education in general.
