Here he is done for now with the tools I used. (I used ladyyatexel blog for this part)
All I need is some glue that will dry clear and I can try to give Dukat some "real" hair. I am probably going to end up using the glue like gel to give him the male Cardassian look.

This makes me want his shirt to have a square neck hole, not the round one it came with.

But is is really noticeable that the uniform fits him now.
Look at the top picture with post neck surgery Dukat standing in front of pre-surgery picture Dukat, the Cardassian uniform actually now looks like it was made to fit his body and not someone way larger.

Tools
Hot glue gun/ hot glue/ electricity
Very thin piece of metal or plastic
Sharp thin pointy object
fingers, or additional small metal or plastic tools to mold the hot glue to shape
acrylic paint
-the important part for the tools is to just use something that with a little work the hot glue will be able to be removed from the object.
-fingers, using them on hot glue can hurt if you touch the glue when it is too hot. Also when you touch an area to mod it, you need to wait for the hot glue to cool a bit before removing your finger

Next is painting the neck area, but I am waiting for Garak to come in so I can paint them both at the same time.

From here I added more glue to both sides. But his outfit is starting to fit him.
As you work you may need to remove what you did, because it did not look right , or you just remembered that you should have looked up reference photos before starting. It is easiest to remove the glue while it is still warm middle picture) , however, you are still able to remove the glue after it is completely hardened (Bottom picture) This took me some work to remove. I found using a flat, sharp pointy object (again a tool from my ceramic kit) worked best.
To remove the glue start from the edge and work deeper. Point your flat pointy tool so it is parallel to the curves on the body and apply pressure. When I removed the glue not all of it came off (I am sure if you really wanted a complete removal that would work fine it would just take a lot more time)
For smaller areas scissors also work.
After you get some glue on as a base, you can take the metal piece out and continue just being a little more careful about the are where the head and neck connect.
To make the neck ridges I am using hot glue. So that his head will not be glued to the body I put a thin piece of metal (from a ceramics tool kit) in-between the neck and the head. The piece of metal is only important so the head still has full movement after the glue drys.
