I think they were just poor
The backpack started on the west coast and migrated towards the east pretty slowly between the late 60s and early 80s. They were originally intended for hikers and other outdoors-y types, and were marketed at hiking retailers, but one of them happened to be connected to a university in Washington. Since it was so rainy over there, people started using them for books, the idea caught on, spread, and eventually backpacks became a necessity as opposed to a novel idea.

Also back then kids didn’t have to carry a ton of books to school, full sized lockers were the norm, and they didn’t have as much homework.

As much as I love the film, Rise of the Guardians, I have noticed something odd about how the Tooth Fairy is written. Not that she's whitewashed or has none of the personality she has in the books (although those are valid complaints). It's the fact that I think the film forgets that she's supposed to be a teenager.
Jack Frost has similar problem due to his English voice actor making him sound like a 30 yr old man, but the film recognizes he's still a teen. He's on Santa's naughty list which only for children, he talks like teen, acts like a teen, is treated by the adults like he's a kid while the all the kids see him as a big kid/brother. But the Tooth Fairy is written differently.
The only time she acts like a teenage girl is when she crushing on Jack or flirting with him. The rest of the time the film seems to forget that she's a teen. Her English voice actress makes her sound like an adult, but unlike Jack, most of her dialogue isn't written for a teenager unless it has to do with her crush on Jack. The adults don't treat her any different from how they treat each other. She doesn't spend enough time with the kids as Jack does, so none of the kids have time to recognize her as an adult or a teen. Bc she's supposed to be a fairy/human hybrid, we don't have any adults of a similar species to compare her with. Again, look at Jack. Compare him with any of the adults in film and we can clearly see he's child in comparison. Sometimes she's written as a teenager, other times she's written as helicopter parent and these completely opposite personalities do not work well with one another.
There are better examples of kids acting like adults. Katara from Avatar the Last Airbender is a well-known example. Due to being the last surviving water bender, losing her mom and having her dad go off to fight in the war, Katara had grow up very quickly to survive. She's often seen as the mother of the Avatar gang due to her emotional maturity. But even then, the writers remember that she's a kid. She fights with her brother like any little sister would, plays games,makes childish mistakes and acts immature. She may seem mature, but she's still a teenage girl and the story knows that.
There is a way to write the Tooth fairy as a teenager who acts like an adult. Keep the backstory that she has in the books about her parents being murdered and not trusting adults just make her a teen now. Her joke about haven't left her home in centuries can now be seen as a traumatized kid afraid to leave the safety of her home. The guardians give Tooth her space ,but still treat her like a kid. Jack could be the first person she trusted in years bc he understands what it's like to a scared teenager all alone in the world. The scene where Tooth talks to Jack about getting back in the field doesn't sound like a mother facing empty nest syndrome after her youngest child moved to college (sorry that scene bugs me so much). Now it sounds like a young girl gaining the courage to face the world again thanks to her friend/crush.
