Seven and Raffi in Picard S3: What We Know
So Matalas has hinted that Saffi will be addressed “during one of [his] favourite moments of the season”, but explained during interviews that their relationship would probably better explained once the entire season was over and we’ve seen the whole arc. When asked about Saffi on Star Trek Day, Jeri and Michelle had giggled coyly, saying, “You just have to watch the season!” This leads me to believe that Saffi will have an arc, so I’m just going to track what we know, week by week, to see how it’s been designed to unfold.
Episode 1: Seven and Raffi are both in Starfleet, but living very different lives. In No Man’s Land, Raffi had said that “the only thing harder than loving a civilian is making it work with a fellow officer.” So that’s a promising start :^)
In Raffi’s psych eval (which I think was done between S2 and S3, before she returned for undercover duty), she states that she is currently single, and expressed regret about her relationships. She also says “my girlfriend left me” to an Orion, but many have suspected that this is part of her undercover story.
Seven is serving as commander on the USS Titan and is evidently struggling to reconcile her identity and her loyalties. Reminder here that Raffi was the first in this series to note that Seven would make a wonderful captain - Seven attributes Picard and Janeway to pushing her to join Starfleet, but would Raffi have said anything for or against that? It’s important to remember as well that last season, it was Raffi who helped Seven come to accept her Borg side and to stop running from it. Will Raffi help Seven again? Will Raffi give Shaw a good bop on the nose?
Bonus: Before Raffi met Seven, Raffi had stalked Janeway and gotten court-martialled for it. This is just funny to me.
Ep 2 & 3 Round-Up:
No additional mentions of Saffi. Heading into Ep4, Worf is paired with Raffi as work partners atm, and Seven is still with the Titan. Both sides are aware of portal tech — Raffi is tracking who stole it, and Seven (and the Titan) are trying to navigate out of the nebula after having witnessed it in battle.
Could Raffi and Worf's trail lead to them finding the Titan... and therefore a Saffi reunion? The preview for Ep 4 does see the Titan experiencing a blinding light, whatever that is.
(Michelle Hurd does mention having fun in a scene with Jonathan Frakes in an episode he's directed. He's only directed ep 3 and ep 4, which means Raffi probably would interact with Riker this episode. And that means that it's very likely that Worf and Raffi meet up with the Titan in what Matalas calls a satisfying end to "Act 1" of the season.)
Kind of quiet on Seven's end these two episodes, but Raffi does lament why she gives up her life, family and sobriety for being undercover. Will this lead her to an arc (guided by Worf) where she learns to balance the two? Will she share this revelation with Seven?
I have a feeling this isn't the last we've seen of Gabe and Raffi's granddaughter — will she reconcile with them in the aftermath of her being undercover? Will she learn to prioritise her family over her work? When she does, will Seven be a part of this revelation? Currently having a crack theory where Matalas' favourite moment is when Raffi introduces her granddaughter to Seven.
So that's where my brain is at by Ep 3. Let's see where the rest of the season goes!

To chime in, yeah- while I’ve had moments of instability, I’m not in panic mode. And not from a storyline aspect, but from a “lots of people *who know how the season ends* keep bringing up Saffi” aspect.
- Jeri said in an interview that Raffi and Seven storm the bridge together in a later episode.
- Terry Matalas posted THE picture which means they were filming together and in matching jackets.
- Dave Blass just answered a specific Saffi (and spin off!) question with, “don’t want to spoil it”
.. and for the love of all things good, can someone find me a Michelle interview where she isn’t (usually unprompted) yelling about how much Seven and Raffi love each other and how when Raffi is 80 she wants to be at her trailer with Seven?
Absolutely none of that is said if there isn’t a Saffi arc, and most likely none of that is said if the arc is, “yeah they’re broken up HAHA LOSERS!”
Every feeling everyone is having right now is valid. This should not be this hard.
But we’re three episodes in. Imagine what we would have missed if we had peaced out after three episodes last season.
So if you can- hold the line. We’ll get there.

I am trying very hard not to hyperfixate** this season. So I will just say-
We are so lucky to have this amazing fleshed out real character portrayed by a wonderful amazing talented human.
And while I hope there’s much much more to Raffi’s story, if there’s not- I’m going to enjoy the hell out of the remaining seven episodes. And I feel good knowing that Michelle is happy with where this arc ends.
(but give us a spin-off. please.)
**hyperfixation is absolutely okay! I just know for me it always starts as, “wow! look at all these people who like the same thing as me!” and always ends with “3-5 people actively despise me, and I have 2-4 months of absolute self-loathing.” So I’m trying to be proactive here. You be you, besties.
