No, the veil did not need to come down. It never did.
Something that is extremely consistent throughout inquisition is that the tears in the fade are HURTING spirits. Spirit society, like mortal society, has adapted to having the veil present and just like mortal society it is being thrown into chaos by its weakening.
Something that is consistent throughout trespasser and the media between trespasser and veilguard is that taking down the veil would have harmed everyone and destroyed society as we know it, at the very least killing most (if not all) humans, dwarves and qunari (who have no less of a right to exist than the elves).
He says as much in trespasser, and then never denies it when called out. It’s always “do you truly believe that is my plan” and “I had plans to minimise the damage”, never an explicit “no, that would not happen”. He tells the inquisitor that tearing down the veil will destroy the world and then never denies it when asked, he just stops being so open about it. This is a man who uses careful wording so that he can say he rarely lies, what he doesn’t say is deeply significant.
The veil going up initially hurt people, but the world has since adapted and is now in a state where tearing it down would cause more damage for no reason. The veil being put up hurt elven society because they had buildings that relied on both places, but they no longer have that. Nobody is being actively hurt by the veil being up, bringing it down would just destroy everything to get a world that is different but not inherently better.
But Solas regrets putting it up. Solas wishes he didn’t put it up. He wants to take it down, not because it is actively hurting anyone, but because he feels bad about it. It’s something he regrets, something he wishes he hadn’t done, and taking it down will placate his conscience. And all the consequences can be justified under “i feel sad about it but it had to be done” even though it didn’t ever have to be done. This is how he has justified every crime before.
Rook has not doomed the world by keeping the veil up. They have saved this world, instead of dooming it to cling onto scraps of a culture long long dead and placate the conscience of a man who has never been able to handle the concept of “no”.
Seriously though, the way some people treat liking media as if it has an expiration date is so weird to me. And three years is still so recent in the grand scheme of things anyway, actually!

When you ask Davrin if he misses his clan, he says he does, but he believes in some form that he doesn't deserve to feel sad about it because he made his choice to leave.
What if I say I think that a lot of his motivations is largely driven from guilt and regret?
Davrin says that when he first left, he ended up penniless, and became a monster hunster to make a living. He felt like he couldn't go back to his clan under the assumption that they didn't want him back (which I personally believe is untrue).
He felt guilty and I think at that low point, he believed he regretted leaving his clan. He wanted to go back - to me, Davrin is someone who longs for community (we'll return to this). But he felt the need to justify leaving before he felt like he could return, so it wasn't all worthless. To make his regret about his choice a little less shameful.
He needed a purpose and the Grey Wardens fulfill that. Now his purpose is to die in a blaze of glory. It wouldn't have been for nothing, it would assuage his guilt of leaving his community. He tunnel visioned on this. By the time we get to the Siege of Weisshaupt, he was fully ready to die.
He's said he hasn't built any deep relationships for a long time. Even with his fellow Wardens, though they fulfill that sense of community he longs for.
When you first meet him, his purpose is set. Davrin doesn't half-ass things, he's going to follow this through. He will die. That is his purpose now. In a morbid way, he feels it's what clears him of guilt.
But he doesn't. The thing he's spent all those years preparing himself for, his very purpose, doesn't happen. What now?
The guilt returns for sure. Grey Wardens DIE. Why didn't he? His fellow Wardens died at the siege but HE'S STILL HERE. It rocks his world.
What is his purpose now?
The Griffons.
But then there's Rook. He never saw them coming. He never expected to fall this hard. He wasn't supposed to. Because regardless of whether or not he died slaying the Archdemon, he still has taint in his blood. His expiration date is sooner than Rook's.
And now he's allowed himself to think - to WANT - a future. With Rook. When all he could think of beforehand was that he will die. Now he has to live.
Now I wonder. Does he secretly regret becoming a Warden? Does he feel guilt at the idea of leaving Rook and the Griffons behind?
Davrin's decisions to assuage or "fix" choices he regrets with something kind of extreme is so interesting to me. He's such a great character to microwave in your head.
It is kinda wild to me how everyone was willing to drag veilguard for relatively minor ooc crimes that are either not ooc at all (solas for the first half of da:i was essentially lying that he was an elf from a northern village and had nothing to do with the breach), arguably a path of character development (mythal!morrigan), was not a real character in the previous games (harding) or just plain inconsequential that no one shouldve been making "red flag this game hates you" posts about it (isabela). meanwhile, bg3 basically gets a pass for committing the worst character assassinations of all time that half of the returning casts are either caricatures of themselves or not even the same fucking characters.
