Time for a theory: I don't know how much sense this makes, but I've been thinking about it since yesterday. Sauron assumes many forms to win the trust of those he intends to deceive. Unlike the fair form he wore while with Morgoth—which clearly demonstrated his power superiority over many beings in Middle-earth—these new forms foster a greater sense of connection. Let me explain my reasoning further.

Halbrand was the perfect guise to deceive Galadriel and the people of Númenor, as well as those of Middle-earth. He is an ordinary man who has lost everything and needs help, yet can still represent the salvation many were awaiting.

Annatar is indeed more aloof. Like other Elves, he projects power and glory, and only in this way does he manage to win their trust. Elves are greedy—I am not saying whether this is good or bad—and the power Annatar could offer through the rings, whether to help other peoples or not, led them to trust him.

I find this new form of Sauron very interesting. It isn't Mairon, Halbrand, or Annatar, but something deeply rooted in that same vein. It makes sense for him to adopt a more powerful and dark persona now, given that he is achieving everything he ever desired. He could look however he pleased, yet he still bears a slight resemblance to a mortal. I believe that now that he has forged the Nine and needs to win the trust of Men in order to deceive them, this is the best form to take. It demonstrates his power and superiority over them, while also presenting an approachable image—one that commands respect rather than just fear (well, more or less).

Curious to see how the people of Middle-earth who believed Halbrand was their king will feel when they discover it was Sauron all along.

So, Sauron made his throne out of the helmets of the elves who fell in Eregion? Savage and cruel—I loved it.
